license such junks as it does not deem it expedient to
license. I propose to adhere to the principle indicated
above, and consider that the Harbour Master may continue to
exercise his discretion in the granting of junk licences.

I would add that the refusal of a licence
under the local Shipping laws in no way prohibits a junk from
trading to or from the Port, but merely makes it necessary for
her te conform to the regulations relating to unlicensed
junks instead of the regulations relating to licensed junks
which give certain facilities.
